GSA releases FY 2024 CONUS per diem rates for federal travelers (2024)

WASHINGTON — Today, the U.S. General Services Administration (GSA) released the fiscal year 2024 continental United States (CONUS) per diem reimbursem*nt rates, effective October 1, 2023, through September 30, 2024. For FY 2024, the maximum lodging allowance rates in some existing per diem localities will increase, and the standard CONUS lodging rate will increase from $98 to $107, resulting in 302 locations receiving a maximum lodging allowance higher than the standard rate. The meals and incidental expenses per diem tiers for FY 2024 are unchanged at $59-$79, with the standard M&IE rate unchanged at $59.
GSA bases the maximum lodging allowances on historical average daily rate (ADR) data, less five percent. However, the COVID-19 pandemic led to unprecedented declines in ADR, followed by a volatile hotel industry recovery. The ADR data available to establish FY 2024 rates was from before the COVID-19 Public Health Emergency expired on May 11, 2023. (GSA used data from the trailing April through March.) Similar to the approach for FY 2023, GSA made upward adjustments to ensure that maximum lodging allowances for federal travelers are sufficient in FY 2024.

The U.S. General Services Administration (GSA) establishes the per diem reimbursem*nt rates that federal agencies use to reimburse their employees for subsistence expenses incurred while on official travel within the continental U.S. (CONUS), which includes the 48 contiguous states and the District of Columbia.
The per diem rate for travel within the Continental United States (CONUS) typically includes expenses for meals, accommodations, and incidentals, but not transportation. This is because transportation costs can drastically vary and are often handled separately, either through reimbursem*nt or a travel allowance.
The standard CONUS lodging rate will increase from $96 to $98. All current NSAs will have lodging rates at or above FY 2022 rates. The M&IE per diem tiers for FY 2023 are unchanged at $59-$79, with the standard M&IE rate unchanged at $59.
Per-Diem Using Commercial Air or Bus: The payment will be based on the location to which the service member and/or family member(s) are traveling. Service members receive $38.25 per day, family member(s) 12 years or older receive $28.69 per day and family member(s) under 12 receive $19.13 per day.
For all other areas within the continental United States, the per diem rate is $214 for travel after September 30, 2023 ($150 for lodging and $64 for meals and incidental expenses).
For employees, per diems are not considered wages and, therefore, are not taxable. There are a few caveats to this. First, employees must submit an expense report that includes dates and location of the trip and the business purpose of the trip.
There are three types of GSA SmartPay travel accounts: CBA, IBA, and a CBA-IBA combination called a Tax Advantage Travel account. The government makes direct payment for purchases made on the CBA travel account, and taxes should not be assessed in most states and territories.
What are Meal & Incidental Expenses (M & IE)? The per diem rate for M&IE includes the following items: • All meals,Room service, • Laundry, dry cleaning, and pressing of clothing, and • Fees and tips for persons who provide services, such as food servers and luggage handlers.
For partial days or days where expenses were less than the per diem, employees are allowed to keep any of the allowance that is not spent. Other organizations require employees to return the difference between the allowance and actual travel and entertainment expenses.
Beginning on January 1, 2024, the standard mileage rates for the use of a car (also vans, pickups or panel trucks) are: 67 cents per mile driven for business use, up 1.5 cents from 2023.
The standard CONUS lodging rate will increase from $98 to $107. All current NSAs will have lodging rates at or above FY 2023 rates. The M&IE per diem tiers for FY 2024 are unchanged at $59-$79, with the standard M&IE rate unchanged at $59.
3. What are the CY 2024 POV mileage reimbursem*nt rates and the standard mileage rate for moving purposes? a. Pursuant to FTR §301-10.303, the POV rate will be 67 cents per mile, the privately owned airplane rate will be $1.76 per mile, and the privately owned motorcycle rate will be 65 cents per mile.
Do I have to pay the federal per diem rate? You can pay more or less than the federal per diem rate. However, if you pay more than the federal per diem rate, the excess will be taxable to the employee.
2024 GSA Per Diem Rates for New York County, New York
Generally, you will be entitled to one Lodging per-diem of up to $258.00 to cover your actual hotel costs and one Meals & Incidentals per-diem payment of $79.00 to cover food and incidentals like parking costs for each full day of travel within New York County.
If you are traveling to a city in Louisiana that does not have a specific per diem rate the standard per-diem rates of $107.00 per night for lodging and $59.00 per day for meals and incidentals apply.
We are pleased to report that the federal CONUS per diem rate for lodging increased by $9 to $107 per night for FY 2024 for federal government travelers. The federal daily per diem rate for meals and incidental expenses will remain the same at $59, with larger metros generally having a M&IE reate of $64 per day.
